Buying a New Used Car

Despite being male I know very little about cars (computers are my thing).

I'm looking to buy a new used family car for a family of 4 (two adults, two teens).

We don't drive long distances due to my back problem, had an operation earlier this year to fuse two discs and so sitting for hours on end isn't an option, also the pain medication I'm on makes me sleepy at the wheel after an hour driving, so I limit driving to short distances (under 30 mins).

So I don't need anything too powerful (1.3 engine makes sense) or too expensive since it's not going to get excessive use (I work from home as well and the wife doesn't drive). I'm in the UK and looking to spend less than £4,000 for a new car (new used car that is :))

Since use of the car will be low also makes sense to be relatively cheap to insure and tax.

Might be open to ordering online with delivery, our last car was ordered online/phone (found online, ordered over the phone without seeing) about 9 years ago.

Really irritated about the new car scrappage scheme, our current car is 9 1/2 years old (10 years old in September I think) and is probably worth less than £500 now, so would have been ideal to use towards buying a new car if it was 6 months older!!!!!! I just let the MOT and TAX run out a couple of months back since I've barely used it last 2 years (back problems), buying another car in anticipation of a significant recovery in my back.

Any ideas?
